The activities in the NHR alliance are coordinated by the NHR association. The association is represented by the board of directors, it organizes the collaboration between the NHR centers within the centralized boards, and it is supported by the NHR office. The ZIB is represented in the centralized boards as described in the following table.

The scientific board (Wissenschaftlicher Ausschuss – WA) is the local board for the evaluation of compute time projects at the NHR@ZIB. It coordinates the review process with the centralized NHR-Nutzungsausschuss of the NHR association. The members of the WA are scientists which represent the focus of the NHR@ZIB with respect to the application areas and to the areas of scientific computing.
The procedure for granting compute time projects is based on a two stage review process respecting scientific principles. In the first step each project proposal is evaluated by the NHR@ZIB with respect to aspects of high-performance computing. In the second step the project is reviewed with respect to the scientific significance.
The office of the scientific board organizes the complete evaluation process. Each quarter, four times a year, for new project proposals technical and scientific reviews are obtained. After a successful evaluation the granting decisions are communicated to the principal investigators.
